to pay taxes, we should not be using taxes to reward people who fail. we should be using them to reward people that want to work. everybody in this country should succeed, not just people in government. host: president obama gave an address yesterday talking about how congress should act to keep taxes low. let's take a listen. >> 97% of small-business owners will not see their taxes go up next year. this is something everybody says they agree on. it should have gotten done months ago. republicans in congress are standing in the way. there are holding tax cuts for 98% of americans hostage until they pass tax cuts for of the richest 2%. congress needs to step up and provide every responsible homeowner a chance to save $3,000 a year on mortgage at refinancing at lower rates. i give them a plan to do that in february. it is a plan that has the support of independent nonpartisan economists. republicans will not let it come to a vote. ask them how that helps homeowners. congress needs to step up and pass my plan to create a job corps to help our returning heroes find jobs as cops, firefighter

around the country for the last year promising $5 trillion in tax cuts that favor the wealthy. yet, the fellow on the stage last night, who looked like mitt romney, said he did not know anything about that. but i just want to make sure i got this straight. he'll get rid of regulations on wall street, but he's going to crack down on "sesame street." thank goodness somebody's finally cracking down on big bird. who knew he was responsible for all these deficits. >> mitt romney picked up the endorsement of the national rifle association earlier in the day yesterday. had some swagger as he walked on stage last night in fisherville, virginia. >> now, last night was an important night for the country because people got the -- [ cheers and applause ] they got the chance to cut through all the attacks and counterattacks and all of the theatrics associated with the campaign. instead, they were able to listen to substance. i appreciate the fact that jim lehrer asked questions of substance and we each responded to them. i got the chance to ask the president questions people across the country

[ cheers and applause ] but the fellow on stage last night, he loves teachers. can't get enough of them. the mitt romney we all know invested in companies that were called pioneers of outsourcing jobs to other countries. but the guy on stage last night, he said that he doesn't even know that there's such laws that encourage outsourcing. never heard of them. never heard of them. never heard of tax breaks for companies that ship jobs overseas. he said that if it's true, he must need a new accountant. now, we know for sure it was not the real mitt romney because he seems to be doing just fine with his current account. so you see, the man on stage last night, he does not want to be held accountable for the real mitt romney's decisions and what he's been saying for the last year. and that's because he knows full well that we don't want what he's been selling for the last year.

-end, point, where a number of provisions need to be dealt with. it is a massive combination of taxes and spending. we have the george w. bush era tax cuts that were extended two years ago and now expire at the end of the year. these are tax cuts that lower tax rates,hat impact americans all across the income scale. you have tax breaks on higher income, lower income that would shift if congress fails to act. there are middle-class tax breaks that are part of that. congress does not do anything, almost everyone's taxes would go off. there is a sizeable package of spending cuts to the federal government, 100 billion for the next fiscal year that would hit several departments evenly across the pentagon and domestic agencies. these spending cuts were the product of white listeners would remember as the debt ceiling negotiations -- of what listeners would remember as the debt ceiling debate where leaders could not get the debt load under control and they essentially said all right, since we fail to come up with a plan to a month next year we will automatically trigger these -- to come up w
